EU may send farm subsidies to third world

A senior European Union official has suggested taxpayers help finance struggling farmers in developing countries.
The official has put forward the proposition that up to one billion euros be doled out in unused agricultural subsidies.
The EU farm cash would be sent via international organisations help small producers in developing countries buy seeds and fertilisers.
An outline plan on the subsidy scheme has been presented at a two-day summit of EU leaders in Brussels by Commission President Jose Manuel Barroso.
